NPC (non-playable characters) are simply here for roleplaying purposes. If I was walking down the street and I looked over at someone smoking, that is a NPC (unless I looked at someone that was also walking down the street that posted before me). Another use for NPCs is for Army reasons. You can't have an army with 5-10 people! So the leader of Oz and Trays can buy soldiers (if they have the money). The total number of people that have joined them and the number of soldiers they've hired is reflected under thier base's name.
