Qualified entrant???
The basic rules for counting the number of particpants I feel needs to
be addressed for all class competitors and I brought it up at the comp
bd. mtg at the 98 Run-Offs meeting; (didn't seem to get much response)
put quite simply: if you show up for a race and you have some sort of
problems and are not able to race and you are not refunded your entry
fee, then you should be counted as a competitor. My first year in CSR
(on probation) I was trying my best to get out and compete to help the
cause, being my first year I had some of the normal teething problems, I
ended up not counting towards the participation numbers for 2 or 3
races. This does not seem right to me and I'd like to see everyone speak
up to have this changed. Again this effects all classes.

Participant counting
I have been discussing this topic with the points keepers, Denver, etc. There have been numerous opinions and methods rendered.The GCR states "qualifiers......." so, therefore, you must post a qualifying time.A race starter (may not have gotten a time during a qualifying session)is also counted (you can't race if you are not 'qualified'). So, as I understand it, the loophole is the situation where someone makes it on the track for a scheduled but non-timed practice session and breaks or has other problems that end the weekend. This, at this time, apparently does not get counted!
I posed this exact situation to Denver: have not gotten a definitive response yet.
The good news: at the SP double national in January, 8 cars posted qualifying times. The original count was 8 for the first national & 5 for the second. Someone reviewed this and determined the participation should have been 8 on the second day as well.
WE ARE MAKING PROGRESS.
I will continue to seek clarification about getting counted if you just make a practice session - the bottom line is: if you make it on the track for a scheduled session, you are a participant!
The execution has been bad
The language is clear, but the execution of the rule has been flawed. The counts at some events seem to be based on something other than the rule. To paraphrase Chesty Puller, somewhere, some son-of-a-gun ain't gettin' the word.

Qualifiers vs Participants

I don't see this issue as the rules are not clear, I'm proposing a rule change, by the definition of the word "participant" if you have a car that is classified in a class, pay, registar, show up at the track only to have mechanical problems or some other issue where you can't take the green flag, should you be further penalized by not counting towards your class, this to me seems to be counterdictive towards trying to get someone new into the class, I'm sure we all remember staring out in a new class and having problems. Hasn't that individual made a real effort to be a participant in the class???

Counting participation numbers
The GCR (17.1.10 paragraph A in my 1999 copy)states "average numbers of qualifiers remains at 3.5 or more....". If this is strictly applied, ONLY qualifiers are counted - not race starters or those unfortunate individuals (rare case but needing consideration) who make it on the track for a practice session and break, etc. thus ending their weekend.
The rare case where someone has problems or gets to the track late (no qualifying time)but starts from the back does (or is supposed to) get counted. Again, if you start, somehow you got 'qualified'.
There is (or maybe used to be now that we are paying attention to the topic) much confusion about how this regulation is applied.
For now, we need to be aware of the possible discrepancies and ramifications to CSR as a national class. I am keeping a running total: let me know if the numbers don't add up for a race you've been to.

Max: Just because something is defined doesn't mean it is applied properly. Anyway, we appreciate your input. I hope you will support the effort to get the guy who practiced (untimed National session) broke and was done for the weekend (no qualifying time, no race))counted as a participant.
Counting qualifiers or entrants
There's a post on the Production board that indicates the Comp Board is redefining how to count participants. Instead of qualifiers, they want to use entrants.

According to further discussion on the Prod board, the Comp Board is sending a clarification to scorekeepers that all starters that do not post a qualifying time will be counted. Non-starting qualifiers will also be counted, but anyone who breaks in practice and can't qualify or start will not.
