Question about locks
I got my first bike in years the other day, and since I plan to use it for a lot of neighborhood errands (grocery/ drug store, dropping off cleaning, seeing nearby friends, etc) I got a lock to go with it. So far, I've just biking around the neighborhood, trying to get a feel for it, but also 'cos...

Well..
I can't figure out a cpuple of things that I didn't think to ask the guy at the bike shop.
1) How do I transport the thing? I thought I'd attach it to the bike somehow, but that seems like either the cable or the tube would interfere with bike operation. Thoughts and suggestions greatly welcomed.

2) I'm cool with the cable and tube parts of the lock. But there's a third thing that was in tha package that I am at a complete loss for. It's a roughly two-inch long piece of very tough plastic, with a circular opening near one end with removable rubber "sleeves." On the other end, it's got a u-shaped opening with a notch and a yellow plastic lever. (I know that's a horrid description, but it's the best I can do) Any idea what this thing is/ does?

Thanks in advance!
