Nope, I think that was symbolic of the strong psychology of the wolf and was also used to link back into live action. I don't think it was the white wolf, but more of an artistic license to induce an emotional reaction.

I think it was just a way of concluding the animation and giving Balto's story a final, dramatic howl. Like John said, it was a way to link the animation to the realistic part again. Ooh, I love that part!!

Yes, I'd agree that it's one final look at the wolf, now that Balto's not ashamed of his strengths as a half-breed. A symbolic image of Balto howling his heart out as his spirit is renewed...and a nice little way to transfer back to live-action.
